Homes in FEMA-designated flood zones have repair/renovation cost limitations based on the actual cash value of the structure. This is in addition to the well-known 50% rule that triggers full code compliance after substantial damage or substantial improvement.

Why "actual cash value" matters

FEMA's replacement-cost coverage caps and Increased Cost of Compliance (ICC) coverage both depend on a defensible actual cash value figure — not market value, and not just replacement cost. That's a specialized number, and it's where a properly trained appraiser earns their fee.

What we look at

  1. Effective age vs. chronological age of the structure
  2. Quality and condition at the time of loss or improvement
  3. Local cost data from Marshall & Swift and on-the-ground contractor pricing
  4. Site improvements (seawall, dock, pool cage) that may or may not be covered
